The Demise of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from various governments. Significant resources is allocated on containing certain initiatives. By night, Moscow clearly shows the world that, for them, war remains the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor missile launches from across the border, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to engage hostile cruise missiles streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.

Moments later, Kyiv's missile defense engaged: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Following this, a automatic firearm fired at a drone in the vicinity, part of a rapid response unit – most likely imported technology. Unfortunately, the bullets missed the hostile drone – it maintained course toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the morning news: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's critical military reliance on international aid – a dependence that European nations are demonstrably unable to fill in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Strategic Calculations

It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership operates on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is impossible to force Russia to surrender the land that it presently holds in Ukraine's south or east.

The challenge is that while accepting these circumstances, Washington does minimal to discourage Russia, through statements or actions, from assuming that the situation will not shift further in its benefit in the months ahead.

Opposing Positions

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but preventing a complete military breakdown until situations evolve in its favour.

Present Conditions

Factually, there are no genuine requirements for a truce. Now, individual motivations are entering the equation: political desires to broker a ceasefire and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a just a single week to terminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, latest revelations, all achieved their purpose.

While new plans based on previous concepts are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, primarily depend on continued Western support.
